शिक्षक सेवा आयोगमार्फत छनोट गरेर पठाइएका शिक्षकहरु लिन स्थानीय तहहरुले अस्वीकार गरेका छन् । मुलुकका ७७ वटै शिक्षा विकास तथा समन्वय एकाइले धमाधम अन्तर्वार्ता दिँदै कार्यथलो रोज्न लगाएर सिफारिस गरेपछि समस्या आएको हो ।

 


संविधानअनुसार विद्यालय तह सञ्चालन जिम्मेवारी स्थानीय सरकारलाई छ तर शिक्षक अनुमतिपत्र, भर्ना र बढुवालगायत प्रक्रिया केन्द्र माहतमा हुन्छ । शिक्षा विकास तथा समन्वय एकाइलाई शिक्षक व्यवस्थापना, एसईई तथा ११ र १२ को परीक्षा सञ्चालन जिम्मेवारी दिइएको छ । एकाइमा सामुदायिक र संस्थागत विद्यालय, शिक्षक र विद्यार्थीको अभिलेख राखिएको छ ।

एकाइले शिक्षक व्यवस्थापनअन्तर्गत शिक्षक सेवा आयोगले लिने परीक्षा सञ्चालन, अन्तर्वार्ता, नियुक्ती उपादान, राजीनामा, पेन्सनपट्टा, सरुवा र वढुवाका प्रक्रिया पूरा गर्दै आएको छ ।

‘शिक्षक भर्ना प्रक्रियाप्रति स्थानीयतहका जनप्रतिनिधिहरुको असन्तुष्टि छ’, एकाइका एक प्रमुखले भने,‘ कानुनी आधार स्पष्ट हुन नसक्दा स्थानीय तहहरुले एकाइको अस्तित्व स्वीकारेका छैनन् ।’ यो समाचार कान्तिपुर दैनिकमा गणेश राईले लेखेका छन् ।


Local levels did not take the the teachers sent by the center


Locals levels have refused to accept the teachers sent through the Teacher Services Commission. The problem came after six education development and coordination units of the country were interviewed after making a recommendation for choosing a workplace.

According to the constitution, the operation of the school level is the responsibility of the local government, but the process center, including teacher licensing, enrollment and promotion, is in place. The Education Development and Coordination Unit has been given the responsibility of conducting examinations for teacher management, SEE, 11 and 12. The unit has records of community and institutional schools, teachers and students.

The unit has been conducting the process of conducting examinations, interviewing, appointment, resignation, pension lease, transfer and promotion of examination conducted by the Teacher Services Commission under teacher management.

“Local representatives are dissatisfied with the process of recruiting teachers,” said a head of the unit, “Local authorities have not accepted the existence of the unit due to lack of legal basis.
